How to leave empty rows in a table on Excel when sorting data?

I do it by having an additional column (which can be hidden) that has a sequence number, then always sort by that new column. It will work depending on how often you update the table and remembering to update the sequence number. If you frequently insert rows, you may want the sequence to number by 10's. (10-20-30 etc.)
